
The agreement was signed during a symposium in China that marked an important step toward strengthening institutional cooperation, research partnerships, and people-to-people ties under the framework of the China-Pakistan Economic Corridor (CPEC) and the Belt and Road Initiative (BRI).
The event was chaired by Dr. Liu Zhengjiang, Vice President of Xinjiang University, and attended by academic representatives from both sides. The session began with introductions and a video showcasing Xinjiang University’s achievements and international outreach.
Dr. Ma Xinbin, President of Xinjiang University, welcomed the participants and highlighted the long-standing friendship between Pakistan and China. He reaffirmed the university’s commitment to deepening cooperation in education, research, and cultural exchange.
Dr. Muhammad Nadeem Javaid, Vice Chancellor of PIDE and Member of the Planning Commission of Pakistan, emphasized that partnerships like this are crucial for promoting regional integration, innovation, and sustainable development. He noted that such collaborations generate research-based policy solutions aligned with the goals of CPEC and the BRI.

Both institutions held detailed discussions on future cooperation, focusing on joint research projects, faculty and student exchange programs, capacity-building initiatives, and policy dialogue on regional economic development.
The MoU signing ceremony concluded with a group photograph symbolizing mutual friendship and shared academic vision.
Key attendees included senior officials from PIDE such as Dr. Muhammad Nadeem Javaid and Dr. Muhammad Muzammil Zia, Executive Director (CPEC), and from Xinjiang University, senior academics including Dr. Ma Xinbin, Dr. Liu Zhengjiang, and Naikereman Yibulayin, Director of International Cooperation and Exchanges.
Liu Lei, a Board Member of the Xinjiang Diplomacy Association, also attended and expressed the association’s continued support for initiatives that connect scholars, researchers, and policymakers from both countries.
This MoU marks a milestone in strengthening academic diplomacy between Pakistan and China. Experts believe such collaborations will enhance research capacity, encourage innovation, and support long-term regional development under CPEC. The partnership also reflects how universities are becoming key players in deepening Pakistan-China relations through education and knowledge exchange.
