(Web Desk): The Federal Public Service Commission (FPSC) has imposed a new rule restricting government employees from appearing in the CSS exam and other competitive tests without submitting a No Objection Certificate (NOC).

The Federal Public Service Commission (FPSC) has announced a new policy requiring all government employees to obtain a No Objection Certificate (NOC) or Departmental Permission Certificate (DPC) before applying for the Central Superior Services (CSS) exam and other competitive recruitment tests. This policy aims to ensure transparency and proper authorization in the recruitment process.

Effective September 1, 2025, applicants must submit their NOC or DPC (Departmental Permission Certificate) details — including the reference number and issuance date — during the online application process. If this information is not provided, the application will be rejected. Furthermore, non-compliance with this requirement can lead to disqualification at later stages even if the candidate has passed the exam.

The FPSC has emphasized that this new regulation applies to all government employees across Pakistan. It is mandatory for candidates to have the NOC or DPC in hand before submitting their online application. This measure was designed to combat the delays and cancellations that have occurred in the past.

In order to prevent delays and cancellations due to candidates applying without their department’s permission, this measure has been implemented.

To ensure compliance with the new rules, government employees planning to apply for FPSC jobs are advised to request the NOC or DPC from their respective departments well in advance.
