Riyadh (Web Desk): Saudi Arabia is now offering streamlined work visas for skilled professionals from across the globe as part of its growing demand for qualified labor in key sectors.

A new skill-based classification system for expatriate work permits has been introduced by Saudi Arabia as part of its broader Vision 2030 and National Transformation Program. The step moves away from the traditional sponsorship (kafala) model towards a merit-based, performance-driven framework. Furthermore, the visa allows foreign professionals to live and work legally in the Kingdom under company sponsorship, with a validity of up to two years and the possibility of renewal.

Work permits are now classified as high skill, skilled, or basic. This applies to both current workers whose reclassification began on June 18, 2025, and new hires effective from July 1, 2025.

Eligibility is based on a combination of education, experience, technical skills, salary level, and age, all evaluated via the digital Qiwa platform.

In June, existing expatriates were first categorized. By early July, full rollout to current workers was reached, and starting from August 3, 2025, the system will apply to all new arrivals.

The aim of the framework is to ensure that foreign professionals meet the appropriate skill levels for their roles, boosting efficiency and reducing mismatches.
Saudi Arabia hopes to gather the attention of international experts to mega projects like NEOM, the Red Sea Project, Qiddiya, and Diriyah Gate by rewarding merit.

Workers can now request reclassification if they later meet higher criteria in the Qiwa portal, as it enables automated skill assessments.


Job offers and compensation packages with the new categories must be aligned by the recruitment and HR teams to ensure compliance.


Through Qiwa, expatriates can review and contest their classification. Categories that are higher may mean faster renewals, better mobility, and eligibility to sponsor family — especially if monthly salaries range between SAR 5,000–10,000 under the skilled tier.


Recruitment policies should be updated by employers to ensure job packages align with required visa categories. Qualifications, experience, and salary must be verified by expat professionals planning to work in Saudi Arabia.


From August 3, 2025, every newly sponsored worker will fall under this reinforced skill-based system.
