Relief agencies have so far rescued 10 people alive, while rescue operations are underway to search for other missing people.
The Navy, Border Guards, police, professional divers, and dozens of aid workers are participating in the rescue activities, but the rescue operations are facing severe difficulties due to bad weather and limited visibility.
According to authorities, the search for the missing people may take time because the water flow in Halong Bay is strong and the weather is constantly deteriorating.
On the other hand, tourism activities have been suspended after the incident.
