According to government authorities, terrorists, foreign agents, criminals and extremists are using illegal VPNs to hide their identity. These unregistered networks are being used to plan attacks, spread rumours, run propaganda and conduct unlawful operations.
Officials stated that such actions put every citizen at risk. Illegal VPNs are also causing financial damage, as users bypass legal gateways through VPNs, resulting in billions of rupees in taxes and fees being moved abroad.
Authorities said the use of illegal VPNs is harming the national exchequer and reducing funds meant for public services. They stressed that unregistered VPNs are unsafe not only for individuals but for the entire country.
Officials advised citizens not to use unregistered VPNs under any circumstances. They urged the public to rely only on PTA-approved and registered VPNs, saying this is the only way to stay protected and help keep the country secure.
IT experts also warned that free and unregistered VPNs often steal user data. Most free VPNs are unsafe and treat the user as the product. Many such VPNs are controlled by hackers, foreign entities or criminal networks.

Experts explained that illegal VPNs log users’ usernames, passwords, bank details and personal information. They said these “free services” operate at the cost of privacy, and unregistered VPNs are like silent thieves stealing a user’s identity.
They added that illegal VPNs increase the overall internet load, slowing down the speed for households and businesses. Some people use VPNs to gain faster internet, but this slows down the network for the entire country. Experts advised that only approved and licensed VPNs should be used.
It is believed that Pakistan’s growing VPN misuse highlights weak digital controls. Illegal VPNs allow criminals to hide easily, and this creates serious security risks. Many people use free VPNs without knowing their data is being stolen. Stronger regulation and public awareness are needed to protect citizens and the national network.
