
According to sources cited by ProPakistani, the Pakistan Telecommunication Authority (PTA) cannot issue a license until Starlink obtains permanent registration from the Pakistan Space and Upper Atmosphere Research Commission (SUPARCO) under the Pakistan Space Activities Regulatory Board (PSARB).
Starlink was granted temporary registration by PSARB on March 21, but that alone is not sufficient for licensing.

The Board has also brought in an international consultant to help formulate comprehensive rules for Low Earth Orbit (LEO) satellite operations in Pakistan.
Once the regulatory framework is finalized, a checklist for permanent registration will be developed, alongside technical and regulatory compliance requirements.
PTA has made it clear that no license will be issued until Starlink completes the permanent registration process with PSARB.
Earlier, IT Ministry confirmed that Starlink, Elon Musk’s satellite-based internet provider, has been granted a temporary No Objection Certificate (NOC) to operate in Pakistan.
