The Punjab government is considering a dung tax on buffaloes as part of its expanding Suthra Punjab program, aiming to improve sanitation, generate revenue, and produce biogas energy from livestock waste.
According to sources, authorities have drafted a plan to impose a daily fee of Rs30 per buffalo in cattle colonies across the province.
Rs30 Daily Fee Per Buffalo Proposed in Cattle Colonies
The proposed policy will apply to approximately 168 cattle (gawala) colonies across Punjab, where livestock waste management has been a growing challenge.
Under the plan:
- A dung collection fee will be charged per buffalo
- Funds will be used for cleanliness and waste management systems
- Organized waste collection mechanisms will be introduced
Livestock owners have reportedly shown willingness to cooperate with the proposed fee structure.

Biogas Production at Core of Eco-Friendly Initiative
A key component of the plan is to convert buffalo dung into biogas, supporting renewable energy goals and reducing environmental pollution.
The initiative aligns with Punjab’s broader strategy to:
- Promote green energy solutions
- Reduce urban waste accumulation
- Improve environmental sustainability
Officials say this move could turn livestock waste into a valuable energy resource.
Pilot Phase Likely to Begin in Lahore
The project is expected to begin with a pilot phase in Lahore, where several cattle colonies will be included in the initial rollout.
If successful, the model will be expanded across Punjab to standardize waste management practices.
Revenue Generation and Improved Sanitation Expected
Authorities believe the dung tax will help:
- Strengthen municipal cleanliness systems
- Increase provincial revenue streams
- Ensure better waste disposal infrastructure
The initiative reflects a shift toward sustainable urban management by integrating environmental and economic benefits.
