Sindh Home Minister Zia-ul-Hasan Lanjar, speaking at a joint press conference with Sharjeel Inam Memon, said the government signed a memorandum of understanding (MoU) with the Survey of Pakistan to conduct the survey. This is part of a wider plan for socio-economic development in these regions.
A proposal worth Rs8,9 billion is under review to improve roads and communication networks in the katcha areas. The minister explained that questions had been raised about the future of lands taken back from dacoits.
The detailed survey, covering areas from Ubauro to Thatta, will be completed in 15 months. It will measure riverine, forest, and government lands and identify current landowners.

Following the survey, the government will introduce a land allotment policy. Initially, the lands will be distributed to residents, including widows, to support their livelihoods. Lanjar added that this initiative reflects the vision of Asif Ali Zardari to provide landless farmers with opportunities for sustainable income.
Sharjeel Inam Memon, Sindh’s Senior Minister for Information, Transport, and Mass Transit, noted that while katcha areas appear on maps, no detailed survey had been done before. He said the initiative will also help address security challenges and that these areas are now accessible to the public.
Once the survey is completed, a comprehensive policy will be implemented to bring these areas into productive use and benefit local communities.
