According to details, the government made Soft Skill Training certificate mandatory part of the overseas employment process. Government of Pakistan took the initiative to curb human trafficking and other major problem related to immigration.
The Bureau of Emigration & Overseas Employment (BEOE) has mandated a new Soft Skills Training program for Pakistani citizens seeking overseas employment. Starting from October 18, the training became mandatory for all individuals and the certificate is required for the Protector of Emigrants stamp beginning November 18, 2025.
According to the Ministry of Overseas Pakistani, the registration for the Soft Skills Application is free. While registering, the applicants must provide their complete details including National Identity Card number (CNIC), Passport number, educational details and overseas employment details.

The Soft Skills Program has been launched by The Bureau of Emigration & Overseas Employment. This initiative is a golden opportunity for anyone preparing for overseas careers or professional growth.
Apart from curbing human trafficking, the decision also aims to ensure that Pakistani nationals working overseas are better prepared for professional environments abroad. The certification process can be completed online through the official OEC Soft Skills Portal at softskills.oec.gov.pk, and it will be required during protector processing.
Individual holding employment visa can get registered for Soft Skill courses to improve skill such as communication, teamwork, adaptability and cultural awareness.
