(Web Desk): The National Database and Registration Authority (NADRA) has introduced a new process for Pakistani citizens who wish to obtain a Computerized National Identity Card (CNIC) but have no living blood relatives for verification.

Traditionally, both new and renewals CNIC applications require biometric verification from a parent, sibling, or close blood relative with a valid CNIC or NICOP to link the individual to a family tree.

Under the updated guidelines, applicants without surviving relatives must submit a written application along with a computerised birth certificate issued by the Union Council, Municipal Committee, or Cantonment Board. Alternatively, a citizenship or naturalisation certificate can also be provided.

Applicants must also submit a sworn affidavit (Form B) and complete biometric verification through a CNIC/NICOP holder who can act as a witness. NADRA clarified that the application will be processed according to standard verification procedures and may require additional time due to the extra scrutiny involved.

The authority has prioritized witnesses in the following order:

1.     Extended blood relatives, including uncles, aunts, cousins, nephews, or nieces.

2.     If no relatives are available, any Pakistani citizen with a valid CNIC/NICOP who personally knows the applicant and resides in the same locality may serve as a witness.

This updated procedure ensures that citizens without living relatives can now obtain their CNICs, addressing a long-standing challenge for many Pakistanis. NADRA emphasizes that while the process may take longer, it guarantees legal recognition and official identity for those affected.
