The updates, approved by the NADRA Authority Board, have been published in the official Gazette of Pakistan.
The reforms strengthen verification and cancellation procedures for identity documents, revise the national identity card framework, update Pakistan Origin Card (POC) regulations, and modernise procurement processes. Dedicated Verification Boards will review suspicious identity records, conduct hearings, and issue decisions to enhance the system’s security and accuracy.

Key updates include clearer definitions, improved service delivery, and formal procedures for securely disposing of obsolete or unclaimed identity cards. New rules also address cases involving multiple identity cards and introduce registration procedures for orphanages and child protection institutions.
The POC framework has been clarified with eligibility criteria, document requirements, and the rights of cardholders outlined. Additionally, the NADRA Procurement Regulation 2025 establishes a transparent, competitive, and audit-friendly system for sensitive ICT and security acquisitions.
A NADRA spokesperson described the reforms as a major step toward modernising administrative and legal operations, reflecting the authority’s commitment to secure and reliable public services.
