According to the briefing given in the National Assembly’s Poverty Alleviation Committee, chaired by Ghulam Ali Talpur, nearly 80% of BISP beneficiaries will now receive their payments through this new digital system.
The Secretary BISP informed the committee that beneficiaries will be able to withdraw their funds from 6,000 ATMs nationwide without any deduction. To ensure transparency and convenience, the government will also bear all transaction charges, allowing recipients to withdraw money free of cost.
Furthermore, the government has approved the issuance of free SIM cards to all BISP beneficiaries. These SIMs, being provided by the Ministry of IT, will be linked with beneficiaries’ bank accounts to facilitate direct payments and secure identification. The activation charges for these SIMs will also be fully covered by the government.

The State Bank of Pakistan will handle the fund transfers and route payments to beneficiaries through the Raast digital payment system, ensuring faster and safer transactions. Discussions with NADRA are also underway to reduce verification charges and make the overall process more cost-efficient.
Beneficiaries will be able to withdraw their funds from any branch of six designated banks, marking a major step toward digitizing financial assistance and promoting financial inclusion across Pakistan.
