IHC issues notice to PMDC over MDCAT registration changes

ISLAMABAD (Web Desk): The Islamabad High Court (IHC) has issued a notice to the Pakistan Medical and Dental Council (PMDC) over sudden changes in the MDCAT registration and examination policy.

Justice Arbab Muhammad Tahir heard the petition filed by medical students through their lawyer, Raja Rizwan Abbasi.

The students challenged PMDC’s decision to alter the registration procedure without prior notice.

During the hearing, Justice Tahir directed Abbasi to submit written arguments, noting that education-related matters largely fall under provincial jurisdiction after the 18th Amendment.

He remarked that each province has the authority to frame its own education policy, and their positions may vary from others.

The judge further observed that individual medical colleges were facing separate registration challenges that also needed attention.

Abbasi argued that the new MDCAT policy created serious difficulties for students who passed last year’s exam.

He said transferring registration authority from PMDC to individual colleges violated existing rules.

He insisted that PMDC should continue handling exam and registration procedures to ensure consistency.

The court asked Abbasi to specify which rules PMDC had breached, stating that if the law was clear, appropriate orders would be issued.

Citing Section 47, Abbasi urged the court to direct PMDC to adopt a uniform national policy to prevent student hardship.

After a short break, the hearing resumed. The court officially issued notices to PMDC officials and summoned them for the next hearing on Friday. However, the court denied the petitioner’s request for an immediate stay order, stating that PMDC’s response must be heard first before any ruling.
