The fellowship allows selected candidates to pursue doctoral studies at one of eight participating universities:
1. City University of Hong Kong
2. Hong Kong Baptist University
3. Lingnan University
4. The Chinese University of Hong Kong
5. The Education University of Hong Kong
6. The Hong Kong Polytechnic University
7. The Hong Kong University of Science and Technology
8. The University of Hong Kong
Fields of Study
Applicants may apply across major disciplines, including sciences, engineering, medicine, humanities, social sciences and business studies.

Program Duration
The fellowship covers three years of PhD study. Candidates requiring additional time may receive further support from their respective universities.
Fellowship Benefits
- Annual stipend of HK$340,800 (approx. US$43,690)
- Research and conference-related travel allowance of HK$14,200 (approx. US$1,820)
- No work experience required prior to application
Most universities begin their academic year in September.
Eligibility Criteria
- Open to candidates of any nationality
- Applicants must be new full-time PhD students
- English proficiency is required; those without IELTS must provide proof of studying in an English-medium institution
- Applicants must select programs from the eight participating universities

Application Process
The application has two stages:
Step 1: Initial Application (by 1 December 2025)
Applicants must register through the Hong Kong PhD Fellowship Scheme Electronic System (HKPFSES) to obtain an HKPFS reference number.
Step 2: University Applications
Candidates must then submit full PhD applications to their selected universities, quoting their HKPFS reference number. Applicants may apply to up to two programs at one or two universities.
