
The sudden imposition of withdrawal fee has triggered concern across the country’s rapidly growing online workforce.
The new fee structure, implemented without formal notice earlier this week, represents a notable increase in transaction costs for the tens of thousands of Pakistani freelancers and small business owners who depend on Payoneer for cross-border payments.
The change comes as Pakistan’s digital economy continues to grow, with more individuals earning foreign income through remote work and freelancing.
Under the revised policy, all withdrawals from Payoneer accounts to non-local currency bank accounts—such as those in USD, EUR, or GBP—now incur a flat 3% fee, a 50% jump from previous rates.

Third-party bank transfers, which were partially free in the past, now also come with the same 3% flat fee, regardless of currency. Internal transfers between Payoneer accounts have been affected too: amounts over 500 units in USD, EUR, or GBP now face a 0.60% fee, while smaller transfers are charged a flat 3.00 in the respective currency.
Adding to user frustration, receiving funds is no longer free. Transfers under $100 now carry a $1 fee, while those over $100 are subject to a 1% charge. These new receiving fees also apply to payments in GBP, EUR, CAD, AED, and AUD.
While Payoneer’s currency conversion rates remain unchanged, these transaction fees are applied on top of existing charges—significantly increasing overall costs for Pakistani users.
Freelancers and digital entrepreneurs have taken to online forums to express disappointment over the sudden fee hike and the lack of transparency or communication from Payoneer. For many, even small deductions can make a noticeable impact given ongoing economic challenges and the rupee s volatility.
Users are being advised to review the updated "Fees" section in their Payoneer accounts to understand how the changes might affect their transactions. The new charges apply to all Pakistani account holders, including individuals, sole proprietors, and businesses.
As of now, Payoneer has not issued an official statement addressing the backlash or explaining the rationale behind the fee increase.
